华东军政委员会在讨论中央人民政府政务院「关于统一国家财政经济工作的决定」及其它有关文件后,一致坚决拥护这一决定,并责分各级人民政府切实遵照执行。为了保证这一决定在华东区的澈底实施,本委员会特作下列指示:(一)关于统一管理国家财政收支的决定,我们必须无条件地遵照执行。过去处在游击战争和分区作战的环境下,财政上采取分区自筹自给的办法是必要的。现在全国大陆(除西藏外)已经统一,全国财政收支就必须澈底统一管理。华东过去半年对各省(市)区所实施的「核定收支概算和粮税分成管理」的办法,已经不能适合全国财政统一的要求;现在,必须遵照中央规定,
After discussing the “Decision on Unification of Financial and Economic Work of the Central Government” and other relevant documents, the East China Military and Political Committee unanimously and resolutely upholds this decision and scientifically inspects the people’s governments at all levels to comply with their implementation.
