按照《基本建设项目档案资料管理暂行规定》,竣工图均由承担施工任务的单位绘制,并向建设方和档案部门归档。这一做法已实施多年,它对加强建设工程建档工作,特别是基本建设项目竣工图及时准确地归档,起到了重要作用。 但是,目前许多有条件的企业利用CAD技术将竣工图全文扫描并上企业网满足生产经营快速查询。这对竣工图编制及归档提出了更高的要求。在此情况下,建设单位越来越感到目前施工单位编制竣工图的质量难以满足要求,不得不考虑是否可改变由施工单位编制竣工图的做法。笔者通过调查,认为委托设计院编制竣工图是解决这一问题的好办
