不要造成农民下岗在招商引资中,一些村子为了吸引投资,往往比着降低地价,你优惠我比你还优惠,所引发的占地安置问题已成为农民越级集体上访的一个重要原因。这实际是向我们敲响了警钟。我们应好好思考这个问题,从现在起,应牢牢树立这样的意识:招商引资固然重要,但不能以牺牲农民利益和社会稳定为代价。土地是农民安身立命之本。土地承包一订30年不变(有的地方是50年不变),农民手里的土地承包合同是受法律保护的。按照法律,在承包期内,农民对承包的土地具有使用权。要将农民的承包地置换成建设用地,首先必须经农民同意,决不能以任何理由压农民;更重要的是,一定要把农民的利益放在第一
