随着林权制度改革的推进,特别是国有林区产权制度改革的实施,我国很多国有林区进入以加强保护、休养生息为主的林业建设时期,尤其是2008年,我国南方遭遇了特大雨雪冰冻灾害,林业损失惨重,部分乡(镇、街道)、林场实行封山育林,出现了大量的富余职工。本文在界定相关概念的前提下,以林区剩余劳动力的现状及特点为切入口,重点论述了转移中存在的问题,并有针对性地提出了若干对策和建议。
With the reform of the forest property right system, especially the implementation of the reform of the property rights system in the state-owned forest area, many state-owned forest areas in our country have entered the period of forestry construction with emphasis on protection and recuperation, especially in 2008, Frozen disaster, heavy losses of forestry, part of the township (town, street), forest closing hillsides afforestation, there has been a large number of surplus workers. Under the premise of defining the related concepts, this paper takes the current situation and characteristics of the surplus labor force in the forest area as an entrance, emphasizes the problems existing in the transfer, and puts forward some countermeasures and suggestions pertinently.
