《中华人民共和国种子法》(以下简称《种子法》)实施后,种子产业发展迅速,市场活跃繁荣。但商家的无序竞争和惟利是图,导致种子市场畸形发展,假劣种子屡禁不止,违法违规行为不断出现,种子纠纷层出不穷,给农业生产带来巨大隐患,种子使用者的权益难以得到保障。因此,如何加强种子使用者的合法权益保护成为当务之急。
After the implementation of the “Seed Law of the People’s Republic of China” (hereinafter referred to as the “Seed Law”), the seed industry has developed rapidly and the market has been thriving. However, disorderly competition among businesses and mercenary plans led to the abnormal development of the seed market. Counterfeit and inferior seeds were repeatedly banned, illegal and irregular behaviors were constantly appearing, and seed disputes emerged one after another. This posed tremendous risks to agricultural production and the rights and interests of seed users were hard to be protected. Therefore, how to strengthen the protection of the legitimate rights and interests of seed users has become a top priority.
