在土地市场运行过程中,二级市场起着至关重要的作用。本文从二级市场的内涵出发,阐述了宜宾市国有建设用地二级市场有关制度建设情况,分析了宜宾市国有建设用地二级市场现状,并指出了当前存在的主要问题:(1)制度建设滞后,缺乏统一标准;(2)管理体制不顺,部门职能交叉;(3)隐形交易普遍存在,流通秩序比较混乱;(4)划拨土地非法交易时有发生,扰乱正常土地市场秩序。最后,笔者针对推进二级市场建设,提出了几点建议:一是强化制度建设,规范交易行为;二是明确部门职责,理顺相互关系;三是完善土地有形市场,严格实行公开交易;四是完善划拨土地管理制度,坚决取缔非法交易。
In the land market operation process, the secondary market plays a vital role. Based on the connotation of secondary market, this paper expounds the construction of the secondary market of state-owned construction land in Yibin, analyzes the status quo of secondary market of state-owned construction land in Yibin and points out the main problems that exist at present: (1) Lag, and lack of uniform standards; (2) the management system is not smooth and the functions of departments intersect; (3) the invisible transactions are ubiquitous and the order of circulation is rather chaotic; and (4) the illegal land transfer of land occurs from time to time, disrupting the order of the normal land market. Finally, the author puts forward some suggestions for promoting the secondary market construction. First, it strengthens the system construction and standardizes the transaction behavior. Second, it clarifies the responsibilities of departments and straightens the mutual relations. Third, it improves the physical market of the land and strictly implements the open transactions. Fourthly, Is to improve the allocation of land management system, resolutely ban illegal transactions.
