旅游行业是服务业,属于第三产业,产业发展的重要条件就是要加强人的要素和服务要素的双重建设。所以旅游业中有没有好的导游服务人才,有没有好的旅游服务平台,成为了旅游业发展的关键。在建设和发展人才资源和服务平台的过程中,旅游法规起到了规范性的作用,让我们的人才和服务平台达到完善和规范,并且能切实发挥服务作用。旅游发展中的法律规范是要要结合实际的实践和案例来进行,针对的目标就是人才和服务平台两个要素,使其有法律依据。
