贷款修路、收费还贷是征收公路通行费的基本原则。公路建成通车后,行驶公路的车辆及其所缴纳的通行费即是征收车辆通行费的费源。泉厦漳高速公路由泉厦、厦漳两条高速公路连接而成,全长约121公里,共设有10个征收站。目前通车收费里程为113公里。在与泉厦漳高速公路相并行的324国道相应路段上设有泉州大桥、刺桐大桥、同安、东孚、江东5个征收站。泉厦漳高速公路开征车辆通行费后,以上5个征收站的缴费车辆明显减少,收费额大幅度下降。据统计,分流到高速公路行驶的车辆约占70%;1998年5个征收
