自2001年上海合作组织成立至今,已经有15个年头了,作为上合组织“两大动力”之一的经济合作在很多方面取得了诸多的进展:不但签署了一些列的合作文件、明确了区域合作的发展目标、提升了多边贸易额,还完善了机制化建设,这些举措都大大推进了上合组织经济合作的发展进程。但是在看到丰硕成果的同时,我们同样不能忽视一些切实存在的障碍。相比安全合作所发挥的重要作用,经济合作在很多方面的潜力仍有待开发。究其原因不难发现,成员国之间存在着复杂的利益诉求、中俄两个大国之间仍存在防范之心,导致合作在推进过程中遇到阻碍。
Since the establishment of the Shanghai Cooperation Organization in 2001, it has been 15 years since it was started. The economic cooperation that is one of the two major driving forces of the SCO has made many progress in many aspects. Not only has it signed some cooperation documents, The development goals of regional cooperation have been clearly defined, the volume of multilateral trade has been enhanced, and the institutionalization has also been perfected. All these measures have greatly promoted the development of the SCO economic cooperation. But while we see fruitful results, we too can not ignore some practical obstacles. Compared with the important role that security cooperation plays, the potential of economic cooperation in many aspects has yet to be developed. The reason is not difficult to find that there are complicated interest demands among member states. There is still a precautionary heart between the two great powers of China and Russia, which has led to obstacles in the promotion of cooperation.
