在今年的“两会”上,垒国政协委员、劳动保障部副部长林用三成为上会记者争相采访的“明星”人物,而林用三谈论最多的话题就是即将在辽宁开始的社会保障体系试点。在接受记者采访时,林用三正在宾馆的房间里挑灯夜战,就社会保障问题撰写有关提案。从繁忙的工作中抽出身来,林用三接受了本刊记者的独家专访。 记者:“十五”期间,我国在完善社会保障体系方面将有哪些重大举措? 林用三:“九五”期间,我国社会保障制度改革取得重大进展。“十五”期间,将进一步加快完善社会保障制度,目标就是在巩固两个确保的基础上,加快形成j虫立于企业事业单位之外,资金来源多元化、保障制度规范化、管理服务社会化的社会保障体系。为此要精心组织做好辽宁等地完善社会保障体系的试点工作。试点的主要内容集中在两个方面:一个是完善统账结合的基本养老保险制度·另一个是推动国有企业下岗职_T基本生活保障同失业保险并轨。与此同时,要积极推进医疗保险制度改革,完善城镇居民最低生活保障制度。 记者:在“十五”计划中,社会保障作为一项专项规划推出,足见中央政府对社会保障的重视。那么在这个专项规划中,其含金量该有多大? 林用三:中央肯定是要往里投钱的。
