In our modernization process, the modernization of management should be the proper meaning of the title. In management activities, managers are one of the most basic elements. Drucker, a famous American management scientist, once pointed out: “Managers are the most basic and scarce resource in any enterprise.” According to the ancients in ancient China, “the three armies are readily available and one can hardly demand it.” These words fully illustrate the importance of leaders in management activities.
