加快城市化进程,是包括“十一五”在内今后一个较长时期内经济社会发展的重要特征之一。在这一时期,建立和完善城市公共财政制度,是推进城市化进程的重要环节。公共财政模式是与政府自身改革与职能转换紧密联系在一起的。目前中央已明确提出将建立和健全公共财政体制,作为建立和完善社会主义市场经济体制的一项重要任务。党的十六届三中全会上通过的《中共中央关于完善社会主义市场经济体制若干问题的决定》,进一步提出要健全公共财政体制,为进一步推进财政管理体制改革指明了方向。
Speeding up the process of urbanization is one of the important features of economic and social development for a long period to come, including the 11th Five-Year Plan. During this period, establishing and perfecting the urban public finance system is an important part of advancing the process of urbanization. The public finance model is closely linked with the government’s own reform and functional transition. At present, the Central Committee has explicitly stated that it will establish and improve the public financial system as an important task in establishing and improving the socialist market economic system. The “Decision of the CPC Central Committee on Several Issues concerning Perfecting the Socialist Market Economic System” passed at the Third Plenary Session of the 16th CPC Central Committee further proposed that the public financial system should be perfected and the direction be set forth for further promoting the reform of the financial management system.
