2003年是极不平凡的一年,是我省实施全面建设小康社会、加快建设西部经济强省“三步走”规划的第一年,全省人民认真贯彻党的十六大和十六届三中全会精神,艰苦奋斗,加快发展,夺取了经济发展和防非抗灾的双胜利,国民经济继续保持快速稳定增长,各项社会事业取得全面进步,“三步走”规划第一步实现了高起步,迈出了坚实的步伐。全年实现国内生产总值2 398.58亿元,按可比价格比2002年增长10.9%。这是大家共同努力取得的,
