在江苏港口寻求新发展和新思路的重要时期,《中华人民共和国港口法》(以下简称《港口法》)于今年6月28日出台,并将于2004年1月1日实施。《港口法》的颁布和实施,将对我国水路运输产生深远影响,对于改革和发展中的江苏港口带来强劲的推动力。 一、《港口法》——江苏港口管理体制变革的指南针 江苏港口众多,包括沿江、沿海和沿运河以及众多内河等等,可以说在全国是港口覆盖面最广的省份之一。在过去发展过程中,江苏港口的管理体制一直比较复杂,而且沿江、沿海和其它的内河等港口的管理模式还不一样,束缚了江苏省港口作为一个整体进行战略部署和发展。随着2001年国务院决定对原中央直属和双重领导港口管理体制进行改革的进行,即所谓的“港口下放”工作的开展,江苏港口也拉开了管理体制变革的序曲。
