进入2007年,一系列公用事业价格调整措施密集出台,与以往“涨”声一片截然不同的是,降价、不再上浮、取消收费成为关键词。2006年12月26日,广东省发出了《关于规范广东省管道燃气价格管理的通知》,要求取消管道燃气初装费,结束了多年形成的“惯例”,立即引起各方面的强烈反响。国家发改委认为,这是在公用事业价格改革与监管的进程中迈出的突破性一步,对全国价格改革具有很好的借鉴意义。
