距去年七月“限外令”颁布实施不到一年,《国家外汇管理局综合司关于下发第一批通过商务部备案的外商投资房地产项目名单的通知》又颁布实施,紧急叫停6月1日以后所有外商投资房地产项目外债登记以及外债结汇手续办理。这个政策出台的大背景就是为了防范国际游资对我国房地产市场的渗透。
