On September 20, 2014, the Seminar on “Governance of Public Welfare System and Modernization of Governance Capability” co-sponsored by China Institute of Organizational Management, United Nations Development Program, China Society of Administration, and China’s Administrative System Reform Seminar Held in Beijing. Paucourt, chairman of the International Society of Administrative Sciences, and Bai Hua, country director of the United Nations Development Program, were invited to attend the conference and make speeches. At the seminar, Chinese and foreign experts and scholars such as Rolettes, Xue Lan, Ge Yanfeng and Liao Hong made keynote speeches. They came from education, health care,
