2002年6月29日,《中华人民共和国安全生产法》由第九届全国人民代表大会常务委员会第28次会议审议通过,2002年11月1日,这部经历了22年漫长立法历程我国第一部安全生产领域的基本法律将正式生效实施。《安全生产法》全面规定了我国安全生产的方针、原则、制度、具体要求及责任。它的出台表明了党中央、国务院对安全生产工作的高度重视,反映了人民群众对安全生产的愿望和要求,也是安全生产管理全面纳入法制化的标志。 10月29日上午10点,国务院新闻办就当前安全生产形势及《安全生产法》实施工作举行记者招待会,将近200名中外媒体的记者到会。9点50分,新闻发布厅里已是座无虚席,会场后面十几台摄像机整齐地排成一排,新华网、中国网的工作人员正在静静地等着网上全程现场直播记者招待会。10分钟后,国务院安全生产委员会副主任、国家经贸委副主任欧新黔,国家安全生产监督管理局局长
On June 29, 2002, “Law of the People’s Republic of China on Safe Production” was deliberated and passed at the 28th meeting of the Standing Committee of the Ninth National People’s Congress. On November 1, 2002, this lawsuit went through a long legislative process of 22 years. A basic law in the field of safety production will come into effect.
