民族是一个比较复杂的概念。民族政策是党和国家制定的一项既具体而又严肃的维护全国各族人民利益和团结的大政方针。关于生活在四川省平武、南坪以及甘肃陇南文县的所谓“白马藏族”族源的讨论在近两年内似乎在历史事实面前有了认可而平息下去了。但是,今年初谭昌吉同志在西北民族学院学报(社科版),一九八九年第一期上发表了题为《白马人论稿》的文章。认为“这支民族应该从藏族中划分出来,确立为氏族”。由此引起了我们共同探讨这一问题的兴趣。
Ethnicity is a more complex concept. The ethnic policy is a major guideline formulated by the party and the state that is both specific and serious to safeguard the interests and unity of the people of all nationalities across the country. Discussions about the so-called “white-horse Tibetan” ethnic origin living in Pingwu, Nanping, Gansu, and Longnan County, Gansu Province, seemed to have subsided in the last two years with the recognition of historical facts. However, at the beginning of this year, Comrade Tan Changji published an article entitled “White Horse Manuscripts” in the Journal of Northwest University for Nationalities (Social Science Edition) in the first issue of 1989. That “this nation should be divided from the Tibetan ethnic, established as a clan.” This has aroused our interest in jointly exploring this issue.
