关于公路勘测前的视察工作,在苏联“公路勘测规程”和我国“公路勘测工作暂行规定”里,都没有单独的叙述。过去测设部门也认为视察不是一个阶段,在安排计划时,往往不考虑充分的视察时间。由于对视察工作不够重视或因勘测工作作得不深入、不全面,以致造成一些不必要的返工费浪。以公路勘察设计院第三分院为例:1955年测量某线时,因任务紧迫,视察工作作得不周详,结果两阶段详测完毕后,又发现其中某段20余公里另有一条新线。经实地研究,这条新线比原来测量的路线好得多,于是不得不放弃已测路线而另测新线。这样,不仅浪费了大量的人力、财力,且推迟了设计文件的交付日期,严重地影响了施工准备工作的进行。同时,原线测量时砍伐了很多树木,群众听说要修公路自动留出耕田,结果又不在这里修路了,也造成不良
