新一轮课程改革的目标是全面推进素质教育,促进学生全面发展,重点在于培养学生的创新精神和实践能力,所有的中小学语文教改实验都要体现这个精神,朝着这个方向努力。为此,国家语言文字应用研究所、中央教育科学研究所于2002年6月16日在北京召开了纪念“注音识字,提前读写”实验20周年座谈会,以落实新一轮课程改革精神。会上,教育部副部长、国家语委主任袁贵仁,原国家教委党组书记、副主任何东昌,原国家教委副主任、总督学、国家语委主任柳斌都做了重要讲话。现摘要刊出,以利于读者朋友更好地理解、把握一项教改实验如何适应新形势,在新一轮课改中不断完善和发展自己。
