After the victory of October Revolution, Lenin, from the strategic height of upholding and consolidating the nature of the Soviet power, guaranteeing the masses as masters of their own affairs, properly handling social conflicts and promoting the healthy development of the socialist cause, elaborated the importance of strengthening supervision and put forward the proposal of building a high Efficiency and authority supervision organ, realize the combination of administrative supervision and party supervision, mobilize the masses of workers and peasants to participate in the supervision and pay attention to the important thoughts of supervising the administrative departments and grass-roots work.
