把科学家当企业家用,把将才当帅才用,是我国大学科技园发展缓慢的根本原因之一。企业家是比科学家更为稀缺和昂贵的人力资源,培育企业家是大学科技园的主要功能。为了促进大学科技园的发展,必须解决企业家载体问题,充分认识企业家在大学科技园发展中的作用,实施全方位的企业家战略;发掘潜在企业家,同时激励现实企业家,大力引进国外知名企业家,从根本上改变科学家充当企业家的状况,为大学科技园的健康发展提供组织保证。
