近年来,鄞州坚持把城市和农村、城市居民和农村居民、工业和农业作为一个整体统筹谋划、系统研究,以美丽镇村幸福家园建设为抓手,联动推进“五水共治”“三改一拆”和城乡环境整治等专项行动,逐步走上了一条通过镇村建设带动农村集中城镇化、农民集居市民化、农业集群高效化的城乡统筹发展新路子。针对城乡面貌反差大和广大农村居民迫切要求改善居住条件的愿望,2012年,鄞州区委、区政府审时度势,在总结旧村改造新村建设经验的基础上,从统筹城乡经济社会发展的角度,作出了开展美丽镇村幸福家园建设
