山西省经委、财政厅,针对今年一至六月全省地方国营工业企亏损总额已占控制指标百分之七十四的情况,景近联合研究下达了‘山西省地方国营工业企业一九八四年扭亏增盈奖惩办法’,规定以专员,市长、厅(局)长为首成立扭亏增盈领导组,作为扭亏增盈承包单位,层层签订扭亏增盈奖惩协议书。协议书以行署、经委、财政为一方,以同级主管部门或下一级经委、财政为另一方,实行分级负责,经济承包。凡在今年内按地方或部门消灭工亏损户和亏损额的,发给承包领导组奖金四千元,承包组成员中做出显著成绩者,建议有关部门分别记一、二等功或浮动一级工资一年;年内没有突破省下达控制指标的,不奖不罚;比省控制指标减少百分之五至十、十一至二十的分别发
