国会选举是民主政治最重要的一个环节。一个国家的民主主要体现在选举,而在1918年国会选举中,各派系之间为了维护自身的利益,通过贿赂、指令等方式拉拢选举人;另一方面,通过预先制定候选人等方式,以确保当选,从而达到种种个人和集团利益。安福系领导人徐树铮就是通过上述手段操纵本次选举,使得民国民主政治陷入种种危机。这种现象的存在,恰恰证明了政党政治、民主选举只是一个幌子,是军人干政、一党专政的一种变异的民主外衣。
