随着农民负担的减轻和农业税的逐步取消,乡镇的可用财力进一步减少,乡干部工资比以前更加缺乏可靠的来源,乡镇机构改革和人员分流已经成为不可回避的问题。从几年前湖北省监利县棋盘乡的改革探索到最近湖北的乡镇综合改革,以及笔者所在的湖南的分流试验,各地都进行着不同的尝试。但由于分流对象的出路没有得到很好的解决,乡镇下岗的干部职工成了继农民上访之后的新的不安定因素。为了使乡镇的政治体制改革能够健康进行,避免出现大的动荡,我们有必要对乡镇干部现状作出冷静客观的分析。
With the reduction of peasants’ burden and the gradual abolition of agricultural tax, the available financial resources of towns and villages have been further reduced. There is still a lack of reliable sources of wages for township cadres than before. The reform of township organizations and the diversion of personnel have become an unavoidable issue. From the reform of Qipan Township in Jianli County, Hubei Province a few years ago, we have explored the recent comprehensive reform of townships and towns in Hubei Province and the diversion tests in Hunan where the author is located. Various attempts have been made in various places. However, as the outlet of the diversion target has not been well resolved, the cadres and workers laid off by township and town became the new unstable factors following the petitioners. In order to enable the township political system reform to be conducted healthily and avoid major turmoil, it is necessary for us to make a calm and objective analysis of the current situation of township cadres.
