文章认为,我国城镇集体企业的产权关系从理论上来说是比较明确的,但在现实中却是极其模糊的。只有敢于正视并努力解决这一问题,城镇集体经济才有可能健康地发展。解决集体企业产权关系模糊问题的办法应当是先易后难,分两步走:第一步,认真进行清产核资,划分归属关系;第二步,以解决所有制为中心深入进行企业改革,恢复合作经济,变“官办”为“民办”,使企业成为独立的商品生产者和经营者。围绕着所有制关系的改革,作者还就联社所有制、合作股份制等重大问题提出了自己的见解。
The article holds that the property rights relations of Chinese urban collective enterprises are theoretically clear, but in reality they are extremely vague. Only by daring to face up to and resolving this issue can the urban collective economy develop healthily. The solution to the problem of ambiguity in the relations of property rights among collective enterprises should be that it is easier for you to tackle the problem of property rights in the collective enterprises first and then go in two steps: In the first step, you should conscientiously carry out the capital verification and categorization of ownership, and then divide the attribution relations. In the second step, Cooperative economy, change “government-run” as “private”, so that enterprises become independent producers and operators of goods. Around the reform of the ownership relations, the author also put forward his own views on major issues such as the joint ownership of the joint-stock cooperative system.
