Taiyuan, also called Bingzhou, was originally the site of Jinyang. According to recorded material, it has a history of over 2,400 years. Towards the end of the Sui dynasty (581－618), it was from Taiyuan that Li Yuan rose in rebellion and proclaimed the Tang dynasty (618－907). And he later designated Taiyuan as its northern capital, which has extended Taiyuan’s fame for more than a millennium.How to make this old city revive its vigor and vitality in the new century? Mr. Hou Wujie, a standing member of the provincial committee of the Communist Party of China (CPC) and Secretary of Taiyuan Committee of CPC, responded by saying that we should, at this conjuncture of the turn of the century and the changing of the millennium, use our brain and brawn to turn this thousands－old capital into a top－notch modern metropolis.Recently Taiyuan has outlined its tenth five－year blueprint and formulated its guiding principles for the city’s economic and social development: i.e. to mobilize all resources to carry out the “four strategies”; to give top priority to the“six projects”; and to strive to realize the “three upgrades”. The “four strategies”are: 1) to optimize industrial structure; 2) to enlarge the city’s functions; 3) to rejuvenate the city through education and science and technology; and 4) to make environmental breakthrough. The“six projects”include: 1) a highly efficient and scale farming; 2) industrial transformation for conglomerates; 3) professional market cultivation; 4) municipal infrastructure construction; 5) cultural, educational and technological industrializations; and 6) rural and urban ecosystem building. And the “three upgrades”refer to: 1) elevating the quality and quantity of Taiyuan’s economic performance; 2) enlarging its carrying capacity and its across－the－board service functions; and 3) raising people’s quality of life and living standards.
