The year 2014 marked the first year of an all-round deepening of the reform. The central government clearly put forward the overall idea of “having a steady and promising”. From an economic point of view, this means that the decision-makers in the Chinese economy hope to ease the various social conflicts including employment on the basis of maintaining a certain rate of economic growth. 2014 is likely to be a tough year for China to “maintain growth and secure employment” since 2009. The slowdown of economic growth and the complicated international situation are the main challenges of the year. therefore,
