The Decision of the Central Committee of the Communist Party of China on Some Important Issues in Ruling the Country by Law (hereinafter referred to as “the Decision”) reviewed and approved by the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) Central Committee adopted the “System of Law, Contradictions and Practice” Connotation, and has satisfactorily solved the issue of comprehensively promoting the focal point of governing the country according to law, and has made a prominent theory on the exact connotations of the basic strategy of “governing the country according to law and building a socialist country governed by the law” proposed in the 15th National Congress of the CPC contribution. First of all, the “Decision” made it clear that it is a systematic project to comprehensively promote the administration of the country according to law. It relies on the rule of law in all its work and the resultant force of the people throughout the country in upholding the rule of law in accordance with the law under the leadership of the party.
