党的十五届五中全会通过的《中共中央关于“十五”计划的建议》进一步明确了发展是“十五”期间的主题,这是一切工作的中心。改革开放以来,江西省的经济发展取得了可喜的成绩,但面对世界经济强手的竞争,东部发展加快和西部大开发的新形势,要解决经济结构不合理、综合竞争力不强、工业化滞后等困难和问题,必须确立新的发展思路,紧扣“发展”主题,打破常规,保持较快的发展速度。要实现经济和技术跨越式发展,离不开科技进步这个强大动力的支撑,离不开代表科技进步重要力量的民营科技企业
