随着我国医疗体制改革的深入发展,已有以往的公共融合模式转变成当前的公共契约模式。医疗保险制度的不断推进,仍有部分支付不能满足公立医院支出需求,卫生事业的顺利发展以及公立医疗机构的正常运营,政府部门给予适当的财政补助。然而在具体实施过程中,该种补助形式所存在诸多问题逐渐显现出来,成为桎梏我国公立医疗事业顺利发展的障碍,因此建立公立医院有效的财政补助措施,促进现代化医疗事业可持续性发展,成为有关部门亟待解决的重要问题。本文针对公立医院财政补助方面存在的问题进行剖析,提出改进财政补助措施的新思路。
With the deepening of the medical system reform in our country, there has been the transformation of the previous public integration model into the current public contract model. With the continual advancement of the medical insurance system, some payments still can not meet the demand for public hospital expenditures, the smooth development of public health undertakings and the normal operation of public medical institutions, and the government departments give appropriate financial subsidies. However, during the process of implementation, many problems existed in the form of subsidy gradually emerged and became obstacles to the smooth development of public medical undertakings in our country. Therefore, establishing effective public subsidy measures for public hospitals and promoting the sustainable development of modern medical undertakings became Important issues to be solved urgently by relevant departments. This article analyzes the problems existing in public hospital financial subsidies and puts forward some new ideas to improve the financial subsidies.
