西宁市、各自治州人民政府,海东行署,省政府各委、办、厅、局: 为认真贯彻国务院《关于进一步完善退耕还林政策措施的若干意见》(国发[2002]10号)文件精神,推动我省退耕还林还草工作健康发展,结合我省实际,提出如下意见: 一、加强宣传,提高认识 (一) 退耕还林还草工作是一项十分复杂的系统工程,涉及面广,政策性强,操作难度大。国务院10号文件进一步完善了退耕还林还草的政策措施,对许多问题作出了明确规定,是指导退耕还林还草工作的准则,是搞好退耕还林还草工作的重要保障。各级政府要高度重视,精心组织,把学习宣传国务院10号文件作为当前工作的一件大事切实抓好。采取多种形式,充分发挥新闻媒体的作用,大力宣传文件精神。各地要结

Governments at all levels should attach great importance to and carefully organize and earnestly do a good job in studying and promoting the State Council Document No. 10 as one major event in the current work.
