最近七八年,中国内地媒体先后集中报道过董阳、李昌平、吕日周、宋亚平、张锦明、仇和等多位地方和基层官员的改革举动。“改革明星”们都带有鲜明的个性色彩,或因铁腕作风引发人治与法治的争议,或因突破现有体制框架而引发民间的制度变革冲动和传统势力的反冲动。他们改革的主要矛头都指向基层官员和吃财政饭的人,因而引起官场的强烈反弹。他们的仕途因此飘摇不定,所倡导的改革随之命运难测。
In the recent seventy-eight years, the media in the Mainland have successively reported on the reform moves of many local and grassroots officials including Dong Yang, Li Changping, Lv Rizhou, Song Yaping, Zhang Jinming and Qiu He. “Reform stars ” all have distinctive personalities, or because the iron hand style provokes controversy between rule of man and the rule of law, or because of breaking the existing institutional framework, which leads to the impetus of the civil reform and the traditional anti-repulsive forces. The main spearheads of their reforms all point to grassroots officials and those who eat fiscal meals, causing a strong rally in official circles. As a result, their official career is precarious.
