档案管理的科学化和现代化的关系如何?这是当前档案工作中需要解决的一个问题。目前,个别地区、单位在对这个问题的认识上出现了一种错误倾向,认为实现档案管理的现代化刻不容缓,恨不得一下子就实现管理现代化。而且单纯地认为,实现档案管理现代化,就是得有钱,以便购买微型电子计算机、缩微机、复印机、空调机……等等的现代化设备。如果这些暂时得不到实现,则情绪茫然,怨天尤人。至于档案管理的科学化,则认为,既然现在已经提出了管理的现代化,根本就不用去管它了,已经过时了。笔者认为,出现这种错误认识倾向的关键问题是没有搞清楚档案管理的科学化和现代化的涵义;特别是没有搞清楚并且摆正二者之间的关系。因此,我们有必要对档案管理科学化和现代化的关系问题进行探讨。
What is the relationship between the scientific management and the modernization of file management? This is a problem that needs to be solved in the current file work. At present, there are some erroneous tendencies in the recognition of this issue in some regions and units. They think that modernization of archives management should be urgently pursued and modernization of management can not be achieved without a hitch. And simply thinking that modernizing file management means getting money in order to buy modern equipment such as miniature computers, microprocessors, photocopiers, air conditioners, and more. If these are not yet achieved, then the mood is dazed and blaming others. As for the scientific management of archives, it is considered out of date that since the modernization of management has now been proposed, it is unnecessary to manage it. The author believes that the key issue of this tendency of misunderstanding is that it fails to understand the meaning of scientific and modern file management. In particular, it fails to clarify and correct the relationship between the two. Therefore, it is necessary for us to discuss the relationship between the scientific management and the modernization of archives management.
