在“九五”计划开局之年,在“科教兴省”大会刚刚闭幕不久,黑龙江省科学技术协会第五次代表大会胜利召开了。我们出席大会的全体代表,认真学习了江泽民总书记在中国科协第五次全国代表大会上的讲话精神,听取了省领导同志代表省委、省政府所做的重要讲话,深切体会到在“科教兴省”大业中,省委、省政府对全省广大科技工作者寄予的厚望,进一步增强了历史责任感和使命感。为此,向全省科技工作者提出倡议:
