酷吏是速效政治的畸形儿。酷吏只讲目的,只讲成败,甚至为了政绩和政声,而不择手段。比如土地,能高产的就是好地,只是一味的求连续增产,却不养护土地,再比如果树,长出大果子的就是好树。不问果子的成长过程,也不问果子的品质。班固的《汉书》记写了十四位酷吏,严延年是其中之一。严延年是东海郡下邳人,今天江苏邳县一带。年轻时崇尚法家,研究刑名学。法家治世之道的核心是三个字,利、威、名。
