网络犯罪出现的主要原因是网络引发的社会解组。网络技术和应用的不断深入致使的网络犯罪手段层出不穷,社交网络和移动互联网成为网络犯罪的新型场所。完善国内刑事立法,开发保障网络安全的技术措施,强化用户的网络安全意识,实施网络实名制,出台全球层面的网络犯罪公约,构建系统化的网络犯罪防控体系以应对网络犯罪。
The main reason for the emergence of cybercrime is the network-induced social disorganization. Internet technology and applications continue to deepen the endless means of cybercrime, social networking and mobile Internet cybercrime has become a new place. We will improve domestic criminal legislation and develop technical measures to ensure cybersecurity. We will strengthen users’ cybersecurity awareness, implement a network of real names, introduce a cybercrime convention at a global level, and build a systematic cybercrime prevention and control system in response to cybercrime.
