近年来,群体性事件不断发生,这对政府的社会管理能力提出了巨大挑战,也成为专家学者的重要研究课题。考查近些年发生的群体性事件,可以发现它呈现出几个新的特征,数量越来越多,规模和影响也越来越大。但群体性事件的发生绝非偶然,它有各种各样的触发诱因,处置不当、官僚主义、参与者法制意识淡薄及别有用心者煽动等。更重要的它有两方面深层次的根源:一是经济体制改革的进步,凸显出政治体制改革的落后;二是法治建设不健全,法律观念不扎实。
In recent years, mass incidents continue to occur, which poses a tremendous challenge to the government’s ability to manage society. It has also become an important research topic for experts and scholars. In examining the mass incidents that took place in recent years, we can find that it presents several new features, with an increasing number and an increasing size and impact. However, the occurrence of mass incidents is by no means accidental. It has a variety of trigger inducement, improper handling, bureaucracy, weak awareness of participants in the legal system and incitement by others with ulterior motives. More importantly, it has deep roots in two aspects: First, the progress of the economic reform shows the backwardness of the reform of the political system; second, the building of the rule of law is not sound and the legal concept is not solidly established.
