这是一个被国内众多研究者称为“典型”的案例:2004年10月23日,江苏卫视《1860新闻眼》报道了一位男士因骑着高头大马在大街上溜达而引发的与警察和市容部门管理人员的争论。就在节目播出的前一天,江苏省人大常委会刚刚审议通过了《江苏省道路交通安全条例》,这是全国第一部地方性交通安全法规,闹市能否骑马还是法律的“真空”地带。更多的观众建议,既然立法上有欠缺,就该将这条明确写入法规。这期节目的客观效果是,观众争先去查阅交通、防疫、市容等各类法律文件,试图找出骑马者合法或不合法的根据。立法部门则开始研讨,有无必要将其写入法规。
