介绍了海南省澄迈县进行集体林权制度改革的经验。认为群众支持是改革取得成功的关键;制定村民小组林改方案是整个林改工作的核心和难点。澄迈县采取“重点突破、树立样板、由点及面”的策略,将县林改工作经费列入财政预算给予拔付,实行人财物“三包干”制度,选择情况复杂、矛盾问题多、其有代表性的3个自然村作为试点,通过举办培训班和观摩会起到了良好的示范和带动作用。由政府出面协调金融机构给村农提供林权证抵押贷款发展林下经济,是澄迈县林改工作的亮点。其经验值得学习和借鉴。
