第二篇文章通过对1983年全国土地电机制讨论会的回顾,概述了中国群测群防工作所涉及的科学性和政策性方面的主要问题。上述会议的主要收获是统一对土地电电极作用机制的认识;进一步明确了群测群防工作的方向、作用和任务;努力提高群测群防工作的科技水平。文章分别对此作了概括介绍,并由此说明,这次会议是群测群防工作方面的一次重要会议,标志着中国群测群防工作进入一个新阶段。
The second essay reviews major issues of scientific and policy aspects involved in mass group prevention and control in China through a review of the 1983 National Symposium on Land Electrics. The main achievement of the above conference was the unification of the understanding of the mechanism of action of the land electrode. It further clarified the direction, role and task of group measurement and prevention work and made efforts to improve the scientific and technological level of group measurement and prevention work. This article gives a general introduction to this respectively, and thus shows that this meeting is an important meeting of group prevention and control work and marks a new stage in the development of mass group prevention and control work in China.
