为全面了解湖南省新型农村合作医疗制度(以下简称新农合)的运行情况,强化新农合的管理,湖南省财政厅在全省范围内开展了问卷调查,并深入衡阳、永州等6个市,临湘、双峰等12个县(市、区)的24个乡镇走访座谈,广泛听取县、乡、村干部和参合农民的意见和建议。从调研的情况看,湖南省新农合制度实施顺利,基金运行平稳,参合农民比较满意,积极性高。同时也发现一些不容忽视的问题,必须予以足够重视和高度关注。
In order to fully understand the operation of the new rural cooperative medical system in Hunan Province (hereinafter referred to as NCMS) and strengthen the management of NCMS, Hunan Provincial Department of Finance conducted a questionnaire survey across the province and went deep into 6 such as Hengyang and Yongzhou 24 towns and townships in 12 counties (cities and districts) such as the city, Linxiang and Shuangfeng visited the symposium and listened extensively to the opinions and suggestions of the cadres at county, township and village levels and participating peasants. Judging from the survey, the system of new rural cooperative medical system in Hunan Province was implemented smoothly. The funds ran smoothly and the participating farmers were relatively satisfied with high enthusiasm. At the same time, we also found some problems that can not be ignored and must be given enough attention and attention.
