2013年9月29日,中国(上海)自由贸易试验区正式挂牌成立。上海市人大常委会积极发挥立法的引领和推动作用,不仅在自贸试验区挂牌前及时表决通过《关于在中国(上海)自由贸易试验区暂时调整实施本市有关地方性法规规定的决定》(下文简称决定),而且在自贸试验区先行先试起步不到一年时,审议通过《中国(上海)自由贸易试验区条例》(下文简称条例)。决定和条例为上海自贸试验区在法治轨道上先行先试提供了有力保障,立法过程更是地方人大常委会发挥在立法工
On September 29, 2013, China (Shanghai) Free Trade Zone officially opened. Shanghai Municipal People’s Congress Standing Committee actively played a leading and promoting role in legislation. It not only voted in time for the adoption of the “Decision on Temporarily Adjusting and Implementing the Relevant Local Laws and Regulations of the Municipality in the China (Shanghai) Pilot Free Trade Zone” before its listing in the Free Trade Zone Hereinafter referred to as the decision), but also in the free trade zone pilot start less than a year before the passage of the “China (Shanghai) Pilot Free Trade Zone Ordinance” (hereinafter referred to as the Ordinance).
