In the seven years from 1993 to 1999, the rate of economic growth in our country decreased by an average of 1 percentage point annually on an annual average basis. During the six years from 1997 to 2002, the rate of economic growth continued to stay at a high level of “seven levels and eight levels”. In 2003, China’s economic growth rate rose to 9.1%, thus ending the descending phase of the previous round of economic cycle and entering a rising phase of a new round of economic cycles.
