过于强调吸引高新技术投资、跨国公司投资,歧视甚至限制有得于发挥我国比较优势的中小型、劳动密集型外商投资,客观上导致了应该进来的外资没有进来。近两年全国吸收外商投资出现了较大幅度增长的情况下,欧盟、美国投资却负增长或大大低于平均增长率。表明我国还没有形成利于吸收欧美投资的稳固基础。
Too much emphasis on attracting high-tech investment, investment by multinational corporations, discrimination or even restrictions on small and medium-sized and labor-intensive foreign investment that has given play to our comparative advantage has led objectively to the fact that foreign capital should not come in. In the past two years, there has been a substantial increase in the national absorption of foreign investment, while the investment in the EU and the United States has been negatively or substantially lower than the average growth rate. This shows that our country has not yet formed a solid foundation for absorbing the investments in Europe and the United States.
