Xuchang Mining Machinery Factory is a small factory with a fixed assets of 700,000 yuan and 306 workers. Since its establishment, due to backward products, it has experienced economic recession for several years. How can we disperse these shadows covering enterprises and how to get rid of them? Difficulties, out of the trough, these issues have long been lingering in the minds of the entire factory cadres and workers. In 1992, the plant emancipated the mind, updated ideas, accelerated the pace of reforms, increased reform efforts, and actively studied and implemented the “Regulations on Changing Operating Mechanisms”.
