在管办评分离背景下,教育评价的目的、主体和方式都在发生着历史性的变革。教育评价的主要目的,不再是居高临下地筛选学生,而是为政府、学校和学生提供多层次与多角度的诊断服务。专业的第三方机构应成为实施教育评价的主体,但其目前还面临着专业人才培育机制不健全、行业标准缺失等亟须规范的问题。评价方式的转变主要体现在评价内容扩展到新的领域、更注重发展性和增值性评价标准、运用新的理论模型优化评价技术等方面。
Under the circumstance that the score of management office is separated, the purpose, main body and way of educational evaluation are undergoing a historic change. The main purpose of education evaluation is not to screen students at a high level but to provide multi-level and multi-angle diagnostic services to the government, schools and students. Professional third-party organizations should become the main body of the implementation of education evaluation, but it is still facing the urgent need to standardize the mechanism of professional personnel training is not perfect, industry standards are missing. Changes in evaluation methods are mainly reflected in the evaluation of the content extended to new areas, pay more attention to the development and value-added evaluation criteria, the use of new theoretical models to optimize the evaluation techniques.
