Infrastructure is the physical systems which offers energy, transportation, utilities and telecommunications to a society. With the development of the economy, infrastructure becomes more and more important to the nation. So every country should pay attention to. However, the infrastructure investment declined since 1970 in the U.S, which has caused serious problems in the U.S society. Infrastructure as a public good, nobody wants to pay for it directly, which means if the government did not offer them, the infrastructure may not be invested by others. This is free-ride. In this market failure, government has to find some solutions to solve the problem.
